Emmi Obara started her PhD in Public Policy and Management at the Evans School of Public Policy and Governance in 2015. Prior to joining the program, Emmi worked for three years at MEF Associates, a social policy research firm with an office in Seattle. She conducted research on employment and training, reentry, asset building, child support, welfare, adult education, and youth violence prevention.

Emmi is interested in social policy with a focus on policies that affect incarceration and reentry, such as criminal justice, poverty, racial inequality, safety net, and employment policies.
