We are planning to submit the attached proposal to explore the ‘Stay Out of Drug Areas/Stay Out of Areas of Prostitution’ (SODA/SOAP) policy to the PHI Tier 2 mechanism. The final proposal is due to PHI on Feb 28. As you will see, we propose two aims, one comprising qualitative interviews with affected community members and one exploring how the policy may have affected where emergency response calls for overdose are happening in the city.
We’re writing here to request $1000 in CSDE matching funds to extend our qualitative interview process (Aim 1) to include interviews with members of the Seattle City Attorney’s office, who will ultimately decide whether to prosecute SODA/SOAP violations and if so, which violations to pursue. For $1000, we should be able to interview 4-5 members of the office. We are have been linked to Scott Lindsay at the City Attorney’s office but have not yet sought a letter of support pending this funding match.
