Survey Methodology Consultant, The World Bank

Program components that the STCs will be assisting in (depending on their qualifications, skills, comparative advantage and program needs):

1. A comprehensive survey of IDPs and host communities on socio-economic
characteristics, return intentions, perceptions, livelihoods, non-monetary
aspects of welfare etc.

1. A county census (community level key informant survey) and a
household survey to understand the availability of key infrastructure and
services at the county level. The government has just been formed and even
the county and state governors are new.

1. Dashboard: This requires all background research on data that exists
at the county level, gathering it together, being creative with using
satellite data and proposing a dashboard and portal to consolidate the
information.
2. Workshop with key stakeholders.

1. Beneficiary feedback phone-survey to develop and design a system to
understand the concerns of beneficiaries and non-beneficiaries of current
social protection project (adapted for COVID). This is going to provide
preliminary evidence for the project components over the life-cycle of the
project.

1. Supporting the community resilience project being envisioned and
implemented by the Urban team who have asked to collaborate on a CDD kind
of project with focused support on the survey side.
2. Just in time requests from the Task Team Leader and Country
Management Unit.

TEAM MEMBERS to INCLUDE: Survey specialists, sampling specialists, geographers, geo-spatial and big data specialists, computer scientists, statisticians, economists.

Required skills/qualifications (interpersonal)

1. Patience, perseverance and positivity and the ability to think beyond
one’s self.
2. Excellent understanding of the context when communicating and empathy
in attitude, writing and behavior
3. Willing to commit to and deliver on deadlines.

Required skills/qualifications (technical)-THESE WILL NOT ALL BE SOUGHT IN
ONE CANDIDATE-WE ARE BUILDING A TEAM SO PLEASE HIGHLIGHT THE SKILLS YOU
KNOW AND HAVE MASTERED. DUE TO EXCESSIVE DEMAND, TIME FOR CREATING A
LEARNING CURVE IS SLIGHTLY LIMITED.

Types of skills/qualifications needed:

1. Survey and sampling, working with geo-spatial and big data, coding
etc.
2. People who have managed surveys and survey firms would be a plus. In
Africa and conflict states would be a double plus
3. Strong STATA and ARCGIS
4. Strong and pithy analytical and writing skills (policy briefs,
infographics, presentations, emails etc.)
5. Tableau and similar software for dashboard creation.
6. Programming in CAPI and CATI.
7. Experience with CAPI and CATI surveys.

We are looking to hire both LOCAL (based in Africa) and INTERNATIONAL (DC) based STCs. As the interaction is virtual, we can start with a 20 day contract to the end of June 2021. This will help the candidate figure out their visa issues. We have availability of 150 days for an STC in one fiscal year (July 1-June 30). If we like each other and can be productive, we can add days as needed. The number of days, length of contract will be decided after the candidate has been interviewed, as this requires discussion on many moving variables. WE NEED TO HIRE ASAP! IDEALLY AUGUST
17, 2020 onwards.

 

Payment: The TORs will be written according to the qualification of the candidate, after assessing the part of the program they will be supporting. These TORs are sent to HR, who then give a going rate per day.

For current or previous STCs, we will use the previous rate plus the natural increase as per HR rule
